The Kit is available right now for PC, but is still in beta.

The Creation Kit is the set of modding tools Bethesda is releasing for Fallout 4. According to Bethesda, mods created with the Creation Kit will be coming to Xbox One in May and PS4 in June. Mods in Fallout 4 have long been promised for Xbox One and PS4, and now we know when they are coming.
